Our Accomplishments

The California Cannabis Coalition has lead every step of the way, from building a bond and endless working relationship with our elected leaders to composing and organizing legislative actions and policy at the State and Local levels of government itself.

From 2010 to now the Coalition has been the leader in over 30 city and state actions pertaining to cannabis, introducing the process of organizing Citizens Initiatives and Referendums to overturn bans in cities and counties, Citizen Initiatives and Petitions to mandate and regulate cannabis and working with locally elected leaders and municipal staff to create the framework for ordinances to create sustainable cannabis regulations and policy.

2011

Kern County Referendum: Ordinance G-8191: Organized and led a successful repeal to the local Ordinance banning Medical Cannabis through the use of Grassroots association building and organizing local dispensary owners to be stakeholders of the process. This was the first referendum ever recorded in Kern County History and the first time one has been executed in California Cannabis history.

Maximum capacity in the Kern County Board of Supervisor Chambers with 600 local patients and consumers present.

Over 36,000 signatures collected, verified and submitted to County Registrar. Successful

County of San Diego Ordinance No. – (P.C – 11 – 011): Intimately worked with the Task Force in order to comprehensively plan a balance ordinance in regard to Medical Cannabis, personal cultivation and collectives.

Collection of 42,000 signatures with a 75% validity rate in 30 days.

2012

City of San Jose Referendum: Ordinance 823: Organized and led a successful repeal to the local Ordinance banning Medical Cannabis through the use of Grassroots association building and organizing local dispensary owners to be stakeholders of the process. Supporters of this project include former Councilman and current Assembly Member Ash Karla.

Activist rallied by the CCC with Former State Senator John Vasconcellos to kick off the Referendum in San Jose City.

Butte County Referendum: Ordinance 4075: Organized and led a successful repeal to the local Ordinance banning Medical Marijuana through the use of Grassroots association building and organizing local dispensary owners to be stakeholders of the process.

Shasta County Campaign In Opposition: Measure A:
Organization of Local dispensary owners to be stakeholders of a to successfully thwart efforts to ban Medical Cannabis in the County of Shasta, by organizing a Grassroots campaign.

4×8 billboards placed on I-5 by California Cannabis Coalition who provided the tools to kick start the campaign for NO on A.

City of San Diego Citizens’ Initiative: Measure B: Organization of Local dispensary owners to be stakeholders of a citizens initiative to overturn the local ban on Medical Cannabis, by organizing a Grassroots campaign and using the best professional signature gathers in the country.

Collection of over 62,000 Signatures at a 75% validity rate in under 30 days. Successful

2013

Lake County Referendum: Ordinance 2997: Organized and led a successful repeal to the local Ordinance banning Medical Marijuana through the use of Grassroots association building and organizing local dispensary owners to be stakeholders of the process and best professional signature gathers in the country.

CCC officially suspending the ban on Medicinal Cannabis in Lake County.

City of Santa Ana Citizens’ Initiative: Measure CC: Organization of Local dispensary owners to be stakeholders of a citizens initiative to overturn the local ban on Medical Cannabis, by organizing a Grassroots campaign and using the best professional signature gathers in the country. The measure established a licensing lottery and was successful at 54.71 percent of the vote against two other proposed measures at the Ballot.

City of Upland Citizens’ Initiative: Measure U: Organization of Local dispensary owners to be stakeholders of a citizens initiative to overturn the local ban on Medical Cannabis, by organizing a Grassroots campaign and using the best professional signature gathers in the country. Despite qualifying for a Special Election, the city of Upland denied the CCC their right after qualifying with the 2/3rd of voters required for the June Ballot and challenged it up the Appellate.
Ruled in Favor of via Supreme Court.

2015

Calaveras County Citizens’ Initiative: Measure XX: Organization of Local dispensary owners to be stakeholders of a citizens’ initiative to overturn the local ban on Medical Marijuana, by organizing a Grassroots campaign and using the best professional signature gathers in the country.

Worked with the State Legislator, Stakeholders and Party Leaders in the composition of comprehensive framework and legislative council language to balance the measure with less restrictive barriers for Operators under Proposition 215.

Assembly Bill 243: Medical Marijuana (Wood): State of California Worked with the State Legislator, Stakeholders and Party Leaders in the composition of comprehensive framework and legislative council language to balance the measure with less restrictive barriers for Operators under Proposition 215.

City of San Bernardino Citizens’ Initiative: Measure O: Organization of Local dispensary owners to be stakeholders of a citizens initiative to overturn the local ban on Medical Cannabis, by organizing a Grassroots campaign and using the best professional signature gathers in the country. Collection of 10,000 signatures with a 75% validity rate in 30 days.

City of Upland Referendum: Ordinance 1910: Organized and led a successful repeal to the local Super Ban Ordinance on Cannabis by organizing over 80 professional signature gatherers in 2 days to overturn the measure endorsed by then Attorney General Jeff Sessions, two weeks before the 30 deadline to perform local referendums.

5,200 Signatures in 16 days at 89% validity rate. Successful

California State Supreme Court: California Cannabis Coalition v. the City of Upland: After three and a half years the Coalition was once again Victorious against The City of Upland in the famed decision centered around Cannabis, Ballot Measures and Taxes, a first in the Nation for any Cannabis organization against a city and overall.

Vetoed The Coalition worked to carry the measure through the committee process, through both houses and to the Governors Desk.

Assembly Bill 2020: Cannabis: Local Jurisdiction Licensees: Temporary Events (Quirk):

Despite opposition from the U.C.B.A, U.C.F.W and other groups representing the interest of retailers the California Cannabis Coalition was able to work with the Staff of Assembly Member Quirk’s office with consultation with the Governor’s office to successfully pass and sign the measure into law.

Held in Submmission in the Committee on Appropriations (Senate)
Due to opposition from the U.C.B.A, U.C.F.W and other groups representing the interest of retailers the measure to allow temporary licenses for on site sales at special events to Cultivators and Manufacturers, was held in submission.

Organized constituency and caucus in both parties and houses to understand the comprehensive goal of the measure as well as, consultation with the Governor’s office to assure approval.

The Coalition worked with the offices of Senator Wiener to carry the measure through the committee process, through both houses and to the Governor’s Desk.

The Coalition worked with our partners California Weed Blog and other industry stakeholders in the Assembly and the to successfully lobby down the passage of SB 930 from the Committee on Appropriations.

Senate Bill 1294: Cannabis: State and Local Social Equity Programs (Bradford):
State of California Chaptered
The Coalition worked with our partners California Urban Partnership and the Drug Policy Alliance to carry Senator Bradford’s SB 1294 through the committee process, steer voting in committee and the house floor and legislative actions motioned by the Governor’s office, specifically removal of the Local Task Force Amendment and inclusion into the Trailer Bill (TheFiscal Budget Bill of 2018).

The Coalition held a staunch lobby in the winding days before July Recess to take over the bill held by California Growers Association to Gut- Amend Key Legislative Text in regard to acreage, land use and origination of hemp seeds from Canadian Cultivar to California County
Cultivar.
